Disproportionate Burden Assessment

In accordance with the Accessibility of Websites and Mobile Applications Act, the Floramare website will be gradually updated and supplemented in order to provide the highest possible level of accessibility of published content and documents to all users.

Floramare strives to ensure an accessible website; however, it assesses that the full adaptation of all content (for example, translations into Slovenian Sign Language, adding subtitles to all video content, or implementing other comprehensive adjustments) would represent a disproportionate financial and organizational burden due to the extensive volume of content.

The following factors were considered in the disproportionate burden assessment:

  • significant financial implications,
  • internal organization,
  • the nature and scope of Floramare’s activities.


This approach is in line with the Accessibility of Websites and Mobile Applications Act, which allows certain exemptions in such cases based on a disproportionate burden assessment and this accessibility statement.

Unavailable content

Despite ongoing efforts to improve accessibility, some content is currently not fully accessible:

  • Scanned documents in PDF format representing digital copies of physical documents. Due to scanning quality, they are not always fully readable or adapted for screen readers.
  • Content without a visible keyboard focus indicator, making navigation difficult for users who rely exclusively on a keyboard.
  • Video content without subtitles or optimized playback controls, which may present barriers for users who are deaf, hard of hearing, or visually impaired. Additionally, some video content depends on external platforms (e.g., YouTube).
  • Content embedded from social media (Facebook, Instagram), where text alternatives for images may be missing or foreign-language expressions may be used.
  • Elements without a visible focus indicator, complicating the use of assistive technologies.
  • Opening a new tab or window without prior warning to the user, which may cause confusion, particularly when using screen readers.
  • Links with unclear or inconsistent descriptive text that do not clearly indicate the link destination.
  • Elements without appropriate semantic markup, making navigation and understanding of the page structure more difficult.
  • Insufficient color contrast in certain elements, which may reduce readability for users with visual impairments or color blindness.
  • “Alt” attributes in a foreign language, which may hinder understanding of image content and affect accessibility.
  • An excessive number of elements on individual pages, reducing clarity and overall user experience.
  • Use of multiple <h1> headings on a single page, which complicates understanding of content hierarchy.
  • Links and interactive elements without descriptive text explaining their purpose.
  • Missing skip links (e.g., “Skip to main content”), which hinder navigation for users of assistive technologies.
  • Changing or animated content without an option to pause, which may be distracting for users with attention or cognitive impairments.


Notifications of non-compliance, requests for information, and reports regarding content outside the scope of the Accessibility of Websites and Mobile Applications Act may be submitted to:

We will assist users of our website in obtaining all necessary information and documents. In accordance with Article 8 of the Accessibility of Websites and Mobile Applications Act, users may use the above contact details to:

  • notify us that the website or mobile application does not comply with the accessibility requirements set out in Article 5 of the Act,
  • request information regarding website and mobile application content referred to in Article 3(2) of the Act, and
  • request information that, based on a disproportionate burden assessment under Article 6 of the Act, is not published in an accessible format.


Users will receive a response within eight days of receipt of the notification or request. If we are unable to provide an appropriate response within this period, we will inform the user of the expected response date and the reasons for the delay.
